If the Second Amendment read, "A well educated electorate being necessary for the functioning of a free state, the right of the people to keep and read books shall not be infringed." 

Nobody would argue this means only registered voters should be allowed to keep and read books. It is clear from the text, and the writings of the founders that the second amendment was always intended to guarantee the rights of the individual, not the state.
